FRANCE REGRETS THE FAILURE OF UN SECURITYCOUNCIL DRAFT RESOLUTION LED BY BRAZIL

USPA NEWS - France regrets the failure of the draft resolution brought by Brazil to the Security Council, voted five countries, vetoed by the U.S.A, (and abstention of the U.K from voting). US Ambassador Linda Thomas-Greenfield explained her country’s veto in the Council chamber saying “this resolution did not mention Israel’s right of self-defence.”
France voted for this draft resolution which was most likely to bring the Council together around common principles and which was supported by twelve countries.
That resolution received five votes in favour (China, Gabon, Mozambique, Russia, and the United Arab Emirates) and four against (France, Japan, UK, and the US), with six abstentions (Albania, Brazil, Ecuador, Ghana, Malta, and Switzerland). The action on the Brazilian-led draft resolution follows the defeat on Monday evening of a Russian-led text calling for a humanitarian ceasefire in Gaza which did not include any mention or condemnation of extremist group Hamas, which controls the Gaza strip.
As a reminder, the Council is composed of 15 Members: Five permanent members: China, France, Russian Federation, the United Kingdom, and the United States, and ten non-permanent members elected for two-year terms by the General Assembly (with end of term year): Albania (2023) Brazil (2023)
This was the Council’s second open meeting on the situation in Gaza. Ambassadors have met, mainly behind closed doors, on the crisis, including meetings on 8 and 13 October. It is being followed by a briefing on the crisis from UN principals.

France voted for this draft resolution which was most likely to bring the Council together around common principles and which was supported by twelve countries. This text unequivocally condemned the Hamas terrorist attacks against Israel, demanded the release of the hostages, urged respect by all for international humanitarian law, humanitarian pauses and the urgent opening of full, safe and unhindered humanitarian access to United Nations, ICRC and humanitarian organizations in Gaza to enable the provision of basic necessities to the civilian population. The draft resolution also recalled the perspective of the two States, living side by side within secure and recognized borders, and underlined the importance of increasing efforts to prevent escalation in the Near and Middle East.
France thanks Brazil for its initiative and its coordinating role.
France will remain mobilized with its partners to respond to the humanitarian emergency and avoid a regional conflagration. It has already mobilized 10 million euros in additional humanitarian aid for the population of Gaza." Source French Minister of Foreign Affairs
